It seems unlikely that an agreement on the terms
of the next climate treaty could be reached at the December-scheduled
Copenhagen talks. The United States, not a member of the Kyoto Protocol
and one of the major players in the international negotiations tussle
over the climate treaty, has not yet reached a consensus over how
to reduce carbon emissions and a bill successfully passing through
the Senate in 2009 seems quite difficult.

Die Treibhausgasemissionen in der EU sind nach Angaben der Europäischen
Umweltagentur (EEA) im Jahr 2007 im dritten Jahr in Folge zurückgegangen.
Die Emissionen in den 15 alten EU-Mitgliedstaaten sanken demnach
2007 gegenüber 2006 um 1,6 Prozent, obwohl die Wirtschaft im
gleichen Zeitraum um 2,7 Prozent wuchs. Damit liegen die Emissionen
nun um fünf Prozent unter dem Niveau des Basisjahres (in den
meisten Fällen 1990).

Germany urge more flexible climate pact
France and Germany suggested that rich nations
should collectively guarantee deep cuts in greenhouse gases by 2020
while giving flexibility to laggards such as the United States to
catch up later. France said the idea, floated at talks among 17
top greenhouse gas emitters including China, United States, Russia
and India, could help toward a new U.N. climate treaty due to be

Wednesday that talks in Bonn had brought a degree of "clarity

change commitments by the end of 2009, although the ten-day talks

in the former German capital, which are the first in a series of

2008: Anhaltend sinkender Trend
Die Ergebnisse der aktuellen Treibhausgas-Inventur
des Umweltbundesamt zeigen im Jahr 2008, dem ersten Jahr der Kyoto-Verpflichtungsperiode
einen weiteren Rückgang der Treibhausgasemissionen: Im Jahr
2008 wurden insgesamt 86,6 Mio. Tonnen Kohlendioxid-Äquivalente
emittiert. Für die gesamte Zielperiode zwischen 2008 und 2012
stehen 344 Mio. Tonnen Kohlendioxid-Äquivalente zur Verfügung,
dies entspricht 68,8 Mio. Tonnen pro Jahr. Unter Berücksichtigung
der flexiblen Mechanismen wie dem JI/CDM-Programm, dem EU Emissionshandel
sowie der Neubewaldung und Entwaldung ergibt sich damit für
das erste Jahr der Verpflichtungsperiode eine Abweichung von 6,9
Mio. Tonnen zum Kyoto-Ziel.

der Treibhausgasemissionen: 11 Mio. Tonnen bis zum Kyoto-Ziel
Auf Basis der Ergebnisse der jährlichen österreichischen
Luftschadstoffinventur verzeichnet das Umweltbundesamt
im Jahr 2006 einen Rückgang der Treibhausgasemissionen: Die
Gesamtmenge liegt im Jahr 2006 bei 91,1 Mio. Tonnen Kohlendioxid-Äquivalenten.
Dies entspricht einer Emissionsreduktion von 2,2 Mio Tonnen oder
2,3% gegenüber 2005.
