Aires conference advances efforts to adapt to climate change
and meet Kyoto targets

“This was a conference of hope, sparked by the momentum
generated by the upcoming entry into force of the Kyoto
Protocol on 16 February 2005. The meeting succeeded in bringing
adaptation into the mainstream of the intergovernmental
process,” said Joke Waller Hunter, Executive Secretary of
the Convention. In the face of growing evidence that climate
change impacts can already be detected, the conference adopted
the Buenos Aires Programme of Work on Adaptation and Response
Measures.

Aires have reached agreement on ways to address the issue
of global warming. They approved a compromise proposal on
the format of future discussions agreed by the US and the
EU overnight.

Minimalkompromiß zu Ende gegangen. Die noch verbliebenen
Delegierten einigten sich am Morgen auf ein informelles
Treffen zur Zukunft des Klimaschutzes im Mai in Bonn.

Der Europäischen Union (EU) ist es auch bei der 10.
UN-Klimakonferenz in Buenos Aires nicht gelungen, die USA
zur Beendigung ihrer Blockadehaltung im Klimaschutz zu bewegen.
Kurz vor Ablauf der zwölftägigen Konferenz wurde
am Freitag hinter verschlossenen Türen nur über
Detailfragen künftiger informeller Gespräche gerungen.

Das Pew Center on Global Climate Change stellte heute im Rahmenprogramm
der COP10 in Buenos Aires zwei neue Berichte vor. Sie wurden
als Grundlage für den sogenannten Climate Dialogue at
Pocantico erarbeitet. In diesem Dialog erarbeiten 25 PolitikerInnen,
WirtschaftsvertreterInnen und WissenschafterInnen aus 15 Ländern
Vorschläge, wie die internationalen Klimaschutzbemühungen
konkret weiter gebracht werden können. Die Vorschläge
werden als Grundlage dienen, wenn zu einem späteren Zeitpunkt
in grösserem Rahmen über den Klimaschutz nach der
ersten Verpflichtungsperiode des Kyoto-Protokolls diskutiert
wird.

The news that Tony Blair is seeking to bring America back
into the fold on global warming is welcome, even if one feels
a weary air of recognition at Downing Street leaking plans
for international agreements some way short of their actually
being struck. Aware that neither the president nor Congress
will sign up to the Kyoto protocols, Mr Blair has drawn up
a "Kyoto-lite" so tapered to America it even adopts the US
spelling of "light".

Massnahmen zur Bekämpfung der Klimaänderung. Amerika
ist Mitglied der Klimakonvention und somit verpflichtet, Massnahmen
gegen die Klimaänderung zu ergreifen. Beim Kyoto-Protokoll
steht das Land aber abseits und bevorzugt den unilateralen
Weg.

has been told. Argentina's environment minister Ginés

Gines Gonzalez Garcia. Die Direktorin des UN-Klimasekretariats
Joke Waller-Hunter, sagte: "Das Kyoto-Protokoll enthält
wichtige erste Schritte, den langfristigen Herausforderungen
gerecht zu werden." Das Vertragswerk sieht feste Reduktionsziele
der Treibhausgase in den Industrieländern bis 2012 vor.
